Nicasio Velayos y Velayos was a Spanish lawyer, criminal law attorney and landowner from Avila province, born in 1877 and dying in Avila in 1951. A deputy first for the Liberal Party during the Restoration and later for the Spanish Agrarian Party during the Second Republic, he served as Minister of Agriculture from May to September 1935 under Alejandro Lerroux. His principal ministerial act was a July 1935 bill to soften the existing agrarian reform law by giving landowners greater protection against expropriation. He kept republican convictions and friendships across ideological lines and was isolated during Franco's regime despite his wartime losses, later serving as dean of the Avila bar association.
