Norris Edward Dodd was an American farmer and government official who became the second Director-General of the United Nations Food and Agriculture Organization, serving from 1948 until 1954. Born in Chickasaw County, Iowa in 1879, he built an early career in Oregon operating drugstores and rural telephone lines before managing livestock operations and becoming a ranch owner involved in conservation and agricultural planning. He served as United States Under Secretary of Agriculture from 1946 to 1948, then was elected Director-General of the FAO in April 1948, succeeding John Boyd Orr; during his term the organization's headquarters were transferred from Washington to Rome. He was re-elected in December 1951 and served until February 1954, and received the National Farmers Union's Meritorious Service Award in 1954.
