Douglas Martin Hogg, 3rd Viscount Hailsham, Baron Hailsham of Kettlethorpe, born February 5, 1945, is a British politician and barrister best known for the 2009 parliamentary expenses scandal, in which he faced scrutiny over taxpayer funds claimed for the upkeep of his country estate's moat. He served as Minister of Agriculture, Fisheries and Food from July 1995 to May 1997 under John Major, a tenure that drew much criticism owing to the bovine spongiform encephalopathy, or mad cow disease, crisis. He represented Grantham and then Sleaford and North Hykeham in Parliament from 1979 to 2010, inherited the viscountcy in 2001, and was created a life peer in 2015.
