Marcus Vinicius Pratini de Moraes is a Brazilian professor, economist and politician born in Porto Alegre in 1939. A federal deputy for Rio Grande do Sul from 1983 to 1987, he held cabinet posts across three separate presidencies, serving as a minister of industry and of mines under President Emilio Garrastazu Medici and again during the government of Fernando Collor de Mello, and as Brazil's Minister of Agriculture under President Fernando Henrique Cardoso from July 1999 to January 2003. In 1971 he was decorated Grand Officer of the Military Order of Christ by the president of Portugal, and in 1992, as minister of mines, he was decorated by President Collor with the Order of Military Merit at the special grade of Grand Officer.
