Trilochan Mohapatra, born April 20, 1962, in Cuttack, Odisha, is an Indian biotechnologist and geneticist who served as director general of the Indian Council of Agricultural Research until 2022 and as secretary of India's Department of Agricultural Research and Education. His research in molecular genetics and genomics contributed to developing a high-yielding basmati rice variety resistant to bacterial leaf blight, and he earlier directed the Central Rice Research Institute and served as vice-chancellor of the Indian Agricultural Research Institute, receiving the National Bioscience Award for Career Development in 2003.
