Francisco Sergio Turra is a Brazilian lawyer and politician born in Marau, Rio Grande do Sul, in 1942. He earned a law degree from the University of Passo Fundo in 1968 and a degree in communications from the Pontifical Catholic University of Rio Grande do Sul in 1978. He served as vice mayor and then mayor of Marau and was twice elected state deputy, leading his party's bench in the state legislature. In the mid 1990s he presided over the state bank Banrisul and then the National Supply Company (CONAB) under President Fernando Henrique Cardoso before being appointed Minister of Agriculture and Supply in 1998, serving fifteen months during which the national grain harvest set a record and investment in family farming doubled. In March 1999, while minister, he was admitted by President Cardoso to the Order of Military Merit at the special grade of Grand Officer.
