Edward Thomas Schafer, born August 8, 1946, served as the 30th Governor of North Dakota from 1992 to 2000 and later as the 29th United States Secretary of Agriculture from 2008 to 2009 under President George W. Bush. Within days of taking office at the USDA he confronted the Hallmark and Westland meat recall crisis, and by August 2008 he had reversed his initial position to implement a complete ban on the slaughter of downer cattle.
