Horace Capron

Agriculture Ministers and Government Officials

Horace Capron (August 31, 1804 to February 22, 1885) was an American businessman and agriculturalist, a founder of Laurel, Maryland, and a Union officer in the Civil War, who served as United States Commissioner of Agriculture under Presidents Andrew Johnson and Ulysses S. Grant from December 1867 to July 1871. He later served as a foreign advisor to Japan's Hokkaido Development Commission from 1870 to 1871, introducing American farming methods, livestock and infrastructure to the frontier island, and in 1884 received the Order of the Rising Sun for that work.
