Frederick Watts (May 9, 1801 to August 17, 1889) was an agricultural reformer, lawyer and businessman who served as the 3rd United States Commissioner of Agriculture from August 1871 to March 1877 under President Ulysses S. Grant. He is recognized as a founding figure of the Pennsylvania State University and played a significant role in the American land-grant university movement.
