Jose Antonio Barros Munhoz, known as Barros Munhoz, is a Brazilian lawyer and politician born in Sao Paulo in 1944. He was elected mayor of Itapira in 1976 and again in 1996 and 2000, and was elected a state deputy for Sao Paulo in 1986 and 1990. He served as Brazil's Minister of Agriculture under President Itamar Franco from June to September 1993. He ran for governor of Sao Paulo the following year, finishing fourth with almost 1.6 million votes, a result attributed partly to the recognition he gained during his brief time as agriculture minister, since he owned a large farm in Sao Paulo state. He was elected a state deputy again in 2006 and 2010 and served as president of the Sao Paulo State Legislative Assembly from 2007 to 2011.
