Sir David Cunningham Carter is a New Zealand politician of the National Party, born 3 April 1952 in Christchurch, who was a Member of Parliament from 1999 to 2020. He served as Minister of Agriculture from 2008 to 2011 under John Key, together with the Biosecurity and Forestry portfolios, then as Minister for Primary Industries, the renamed successor portfolio, from 2011 to 2013, before serving as the twenty-ninth Speaker of the New Zealand House of Representatives from 2013 to 2017.
