Robert Boulin was a French politician, born in 1920 and died in 1979, who held ministerial posts for fifteen years across nine different portfolios in the Fifth Republic, with his only break in office running from 1973 to 1976; he served as Minister of Agriculture from 1968 to 1969. He was, at the time, the longest serving minister in post-revolutionary French history after Louis XIV's Colbert.
